Medicaid
Medicaid is a jointly funded federal-state program, which provides medical assistance for certain groups. The Georgia Department of Community Health, Medical Assistance administers the Medicaid program, which provides health care for children, pregnant women, and people who are aging, blind and disabled in Georgia. Congress passed a new law as of July 1, 2006, requiring applicants to be a U.S. citizen or national in order to apply for Medicaid. If you are enrolled in Medicare or receive Supplemental Security Income (SSI), or a “Qualified Alien,” you will not be affected by this new law. For more information on documentation for citizenship, see this document: Providing Documentation of Citizenship for Medicaid (PDF)

Medically Needy is a program for pregnant women, children, aged, blind, and disabled individuals whose family income exceeds the established Medicaid income limits. The Medically Needy program allows a person to use incurred/unpaid medical bills to "spend down" the difference between their income and the income limit to become eligible.
Medicaid eligibility is determined by comparing medical expenses that the individual paid within the last 3 months, and those bills that are incurred but unpaid with the individual’s income. If, as a result of these bills and payments, the individual’s income would be reduced to the medically needy income level, the individual is eligible for Medicaid.
